Description

Under this program contract, the TCC Group (TCC) will work with the Robert Wood Johnson Foundation (RWJF) staff from the Leadership for Better Health team and the Research-Evaluation-Learning unit to evaluate the Change Leadership Initiative (CLI). CLI is a complex and emergent initiative comprising many components, including: (1) four distinct leadership-development programs run by four different National Program Centers (NPCs); (2) the RWJF Change Leadership Programs team, comprising RWJF program officers, leaders/participants, and support staff; (3) the RWJF Coordinating Center (CC); (4) communications and other technical support provided by the Metropolitan Group; (5) the Core Strategy Team, consisting of leadership from the four NPCs and RWJF; (6) distinct workgroups tackling specific issues as they arise (including an evaluation-specific group); (7) new cohorts of scholars/leaders added every year in each of the four programs; and (8) cross-program and alumni activities. The evaluation is designed to support this variety of components and to be adaptive to emergent needs. Building on initial work, the contractor will cover evaluation activities in three large bucket areas: (1) CLI Process and Indicator Support; (2) CLI Outcome and Impact Evaluation Support; and (3) General Evaluation Technical Assistance Support and CLI Outreach. For each contract year, the project director, Jared Raynor at TCC, will develop a detailed annual scope of work with CLI stakeholders that responds to the specific emergent needs of that contract year as well as to the overall evaluation plans. The deliverables will include rapid-cycle learning reports; the CLI core-indicators dashboard; a formative evaluation report; internal logic models; evaluation workgroup meetings; support for evaluation goals for the annual Leadership Institute; support for the evaluation of the leadership programs and measurement of their impact; and advice on the evaluation and implementation.
