Abstract

Project-specific environmental impact assessments (EIA) have not provided government decision-makers with the required information at a stage in development planning when options are still available. The approach advocated in this paper is based on a review of the relevant literature and the results of a workshop held in Wolfville, Nova Scotia. Participants at that workshop developed a strategic assessment and planning framework for the offshore environment. The framework is considered to have several benefits, not the least of which are an expectation of more cost-effective project-specific EIA and a clarification of the roles of government and the proponent. -from Authors
