Description

This funding will allow Community Catalyst to partner with other national organizations that engage consumers, as well as plain-language-expert organizations, to refresh previously created materials for the open enrollment period in 2017 (OEP2017) and to create new consumer-facing materials to translate policy changes for consumers and to disseminate enrollment information broadly for the 2018 open enrollment period (OEP2018). Supplemental funding from RWJF's New Jersey team will also allow Community Catalyst to partner with an N.J. consumer-engagement organization to inform N.J. residents about enrollment. By partnering with organizations that are connected to the highest-need enrollees and the remaining uninsured, this project can efficiently provide those populations with timely and responsive outreach and educational resources. This project will focus its resources leading up to and during OEP2018 (November 1 to December 15), but some material dissemination will occur afterward to ensure that consumers use and keep their coverage and are aware of special enrollment periods. The project will also closely coordinate with other grantees involved in supporting enrollment and consumer assistance to allow information-sharing on ongoing developments. Deliverables will include: (1) a scope of work for each contracted partner organization; (2) a detailed communications plan on populations to be reached, specific materials created, and how and where information will be shared; (3) materials (e.g., graphics, content messages) ready made for social media; (4) a planning meeting for partners pre-OEP2018; (5) issue-specific fact sheets and other consumer-facing resources; (6) materials such as translated fact sheets, one-pagers, and flyers in selected languages; and (7) a final report on recommendations for future outreach and education. The grantee will participate in a training on the appropriate use of RWJF funds.
